Various Windows utilities which don't need a separate install directory.
Mainly single executables, also a few batch and Perl scripts, and exceptionnally some required .dll.
The Perl scripts obviously require Perl.

I put this into C:\bin (or D:\bin), and add C:\bin to the system path.
